Bill Bolstad
Executive Director
Mr. Bolstad is a mission-driven executive with more than 25 years of experience leading complex housing and community development initiatives. As Executive Director of Mosaic Development Group, he sets the organization’s strategic direction, overseeing development, asset management, and growth while advancing projects that expand access to housing and strengthen communities across North Carolina.
Throughout his career, he has consistently delivered at scale, bringing together capital, policy, and partnerships to move ambitious initiatives forward. During his 12-year tenure at Father Joe’s Villages, San Diego’s largest homeless services provider, he held senior leadership roles across development, asset management, operations, fundraising, marketing, and external relations. He secured more than $200 million in public and philanthropic funding and grew annual fundraising to over $40 million, significantly increasing the organization’s reach and capacity.
His work includes leading transformative efforts such as Turning the Key, an initiative to develop 2,000 units of affordable and supportive housing, and directing the strategic reallocation of federal resources to expand services to more than 2,100 individuals nightly. He brings a clear, disciplined approach to complex challenges, aligning stakeholders, structuring solutions, and driving execution with focus and accountability.
Mr. Bolstad leads with a long-term perspective, ensuring that each initiative not only delivers today, but creates lasting value for the communities it serves. He holds a Bachelor of Arts in Psychology from the University of San Diego and a Master of Science in Real Estate Development from MIT.
Darryl Hemminger
Director of Development
Mr. Hemminger is a seasoned real estate development executive with more than 25 years of experience delivering high-impact multifamily and mixed-income communities across the Southeast. He has led the full development lifecycle for more than 4,000 units representing over $1 billion in capitalization, spanning garden-style, mid-rise, and complex urban high-rise projects.
He has held senior leadership roles at ZOM Living, where he built and led regional development operations, and was a founding member of Laurel Street Residential, helping to deliver award-winning communities recognized for both quality and impact. Throughout his career, Mr. Hemminger has consistently executed large-scale, complex developments with a focus on precision, performance, and long-term value.
His expertise spans the entire development process, including site selection and feasibility, deal structuring, underwriting, land acquisition, entitlements, design, and construction, through to successful asset delivery and transition. He is particularly skilled in navigating public-private partnerships and multi-layered stakeholder environments, aligning municipalities, capital partners, and community interests to move projects forward with clarity and momentum.
Mr. Hemminger is a decisive operator who brings structure to complexity and drives projects forward with consistency and focus. His approach is grounded in execution—anticipating challenges, managing risk, and ensuring each development delivers on both its financial objectives and long-term vision. He holds a Bachelor of Science in Business Administration from the University of Florida.
Jill Weaver
Accounting Manager
Ms. Weaver is a highly experienced accounting and finance leader with more than 30 years of expertise spanning both nonprofit and for-profit sectors, including utilities, software, professional services, and entrepreneurial environments. As Accounting Manager for Mosaic Development Group, she leads all controller and human resources functions, with full responsibility for financial operations, including accounting, payroll, benefits administration, budgeting, and reporting.
Her career reflects a rare breadth of experience—from financial and operational leadership in high-growth startups to strategic roles within large, regulated organizations such as SCANA Corporation and South Carolina Electric & Gas. In each setting, Ms. Weaver has built a reputation for establishing strong financial infrastructure, improving processes, and ensuring disciplined, accurate reporting.
Known for her hands-on leadership style and sharp analytical insight, she has led audits, managed teams, and delivered complex financial analyses that inform critical business decisions. A Certified Public Accountant, Ms. Weaver earned her Bachelor of Science in Accounting, magna cum laude, from the College of Charleston and is an active member of the American Institute of Certified Public Accountants.
Andrew Mayronne
Senior Development Manager
Mr. Mayronne brings more than 15 years of experience delivering complex housing and community development projects across the public, nonprofit, and private sectors. He has a proven track record of advancing high-impact initiatives, managing multiple phases of the development process, and consistently delivering projects with a focus on quality, efficiency, and long-term performance.
His expertise spans project planning, feasibility analysis, stakeholder coordination, and execution, with a practical, results-driven approach to moving developments from concept through completion. Andrew is particularly skilled at navigating multi-layered partnerships, aligning public agencies, community stakeholders, and capital partners to advance projects that require both technical precision and collaborative leadership.
With strong roots in the Southeast and a relationship-driven style, he brings a deep understanding of regional dynamics and a commitment to delivering thoughtful, impactful housing solutions. In his role, Andrew plays a key part in strengthening Mosaic’s development pipeline—driving projects forward with discipline, clarity, and accountability while supporting the organization’s continued growth across the region.
Jon Thompson
Project Manager
Mr. Thompson is a dynamic development professional with a proven track record of delivering complex multifamily projects from concept through completion. He brings experience across multiple organizations, consistently executing projects on time, on budget, and with disciplined attention to both financial performance and project quality.
He has led critical aspects of the development process, including financial modeling, market and feasibility analysis, and the creation of comprehensive development budgets across a diverse portfolio of multifamily assets. Mr. Thompson has successfully secured more than $60 million in low-income housing tax credits and has guided projects through design, entitlement, and construction, while producing clear, compelling materials that drive stakeholder alignment and investment approvals.
His portfolio includes large-scale, high-impact developments collectively representing more than 570 units and $163 million in development costs.
Known for his precision, ownership mindset, and ability to navigate complexity, Mr. Thompson plays a key role in advancing projects that strengthen communities while delivering strong, reliable outcomes.
Janette Hendershott
Asset Manager
Ms. Hendershott is a proven asset management and operations executive with more than 20 years of experience driving performance across multifamily portfolios at every stage from lease-up to disposition. She has led assets exceeding $300 million in value, with full accountability for financial results, capital strategy, and operational execution.
She has held executive leadership roles at Switzenbaum & Associates and RKW Residential, where she led complex portfolios through transformation, integrating new developments, repositioning underperforming assets, and implementing systems that materially improved efficiency, resident retention, and NOI.
Known for her sharp analytical perspective and decisive leadership style, Ms. Hendershott excels at turning strategy into measurable results. She brings a disciplined, hands-on approach to asset performance, aligning owners, investors, lenders, and operating partners around clear priorities and driving execution with accountability. Her work consistently delivers stronger operation, enhanced asset value, and sustainable portfolio growth.
Jasmin Burrell
Administrative Assistant
Ms. Burrell supports the organization’s operations with a focus on efficiency, structure, and data integrity. A Charlotte native and graduate of East Carolina University’s College of Business, she brings a strong foundation in data analytics, systems management, and process improvement, along with technical proficiency in Microsoft Suite, SharePoint, SQL, SAS, and Tableau.
In her role, she enhances internal workflows, manages information systems, and supports cross-functional coordination to ensure consistency and accuracy across the organization. Her analytical approach and attention to detail contribute to more effective decision-making and improved operational performance.
Ms. Burrell plays a key role in reinforcing the internal systems and processes that enable Mosaic to operate with discipline, clarity, and scalability.
