Project Summary

For nearly three decades, Sallie Surface led the Choanoke Area Development Association’s fight for affordable housing across five of North Carolina’s most underserved rural counties — work that later earned her the state’s own award for service to the field. When Mosaic set out to build Cypress Court, Ahoskie’s first new Housing Credit development in nine years, CADA’s community ties and local support helped carry it across the finish line, alongside financing from the NC Housing Finance Agency, CAHEC, and BB&T. The result was 48 units for working families, six of them built specifically for residents with disabilities. Sustainable features — Energy Star appliances, water-saving fixtures, efficient windows — keep the homes affordable to live in, not just to lease. Mosaic has partnered with organizations like CADA for decades, and Cypress Court shows why — the housing gets built when the people who know the community best are part of the team from day one.
