BILL BOLSTAD

Executive Director

A mission-driven executive with over 25 years of experience in housing development, organizational leadership, and strategic planning, Mr. Bolstad has a proven record of advancing complex initiatives across the nonprofit and development sectors. As Executive Director of Mosaic Development Group, he oversees all development, asset management, and strategic growth activities for an organization serving diverse populations across North Carolina. Previously, during a 12-year tenure at Father Joe’s Villages—San Diego’s largest homeless services provider—he led teams across development, operations, fundraising, marketing, and external relations, securing over $200M in public and philanthropic support and growing annual fundraising to more than $40M.

His accomplishments include launching Turning the Key, a major initiative to develop 2,000 units of affordable and supportive housing, and directing strategic reallocations of federal funds to expand services to more than 2,100 individuals nightly. With an MS in Real Estate Development from MIT and a BA in Psychology from USD, he brings analytical rigor and a collaborative, people-centered approach to building consensus among public agencies, community partners, and philanthropic leaders.
